1 yard of coordinating fabric
2 yards of jumbo rick rack
The following instructions and measurements are for a size 18-24 month knotted jumper and the ruffled leggings.
Begin by cutting your strips into fourths. Align them in a color combination you prefer and sew them together. I sewed 32 strips to form this skirt. Press your seams open when finished.
Prepare the bottom of the dress by cutting a piece the same length as all your sewn strips and 5 inches tall. Fold it in half and press it. Sew it onto the bottom of the strips. The folded edge will become the bottom of the dress. (Optional: Sew on the rickrack so that is covers the seam where the strips and the bottom fabric meet.)
Make the straps by taking one full strip and folding it in half. Sew the edges, but leave an opening to invert it. Clip your corners, invert, and press.
Cut 4 pieces from this pattern included in the Printer Friendly PDF. Take two of the pattern pieces and place them right sides together. Sew the sides only - not the cut out area for the arm. Repeat this with the other two pieces.
Now you essentially have two loops of fabric. Place one inside of the other with the correct sides facing each other.
Insert your straps as shown. Now sew the two layers together all around the top (along the opening for the arms and across the top).
Cut slits along the curved seams and clip your corners. Invert and top stitch.
You should have this.
Next you'll join these two parts.
Sew two gathering stitches along the top of your skirt. Pull the threads and adjust the fabric until it matches the circumference of the top of the jumper. Sew them together and then sew a zigzag stitch on the inside of the seam.
Sew two button holes for the straps to pull through.
For the leggings, cut one jelly roll strip in half. Hem one side and sew a gathering stitch on the other side. I recommend marking a line on the leggings with a water soluble pencil to help you sew it on straight.
Sew them onto the leggings as shown (as though it's upside down). When you're finished you can iron the ruffles down to help them settle.
1 Knotted Jumper with Ruffled Leggings. Depending on the size of the jumper you make, one jelly roll could make 2-3 jumpers.

ANNIE, I found the jumbo rick rack at my JoAnn Fabrics store but it wasn't with the other rick rack...it's with the edging spools of ribbon and stuff like that. Check that section of the store, I had to ask the store clerk, that's how I found it.

I am making some ruffled leggings in a size 3T and have hit an obstacle. I cannot sew the ruffle on with my sewing machine it is to wide and the leggings are two narrow, so is the ruffle? Please help!

I just made one for a 3T-4t. I added an inch to the two sides and to the top of the pdf and it fits well. I also added one inch to the strips and one inch to the bottom piece. It turned out adorable! It is 13 inches by 2.5 inches for the strips, 6 inches by 68 inches for the bottom. I didn't measure the top piece- sorry!

I also had the same problem. I even have a sewing machine that has the part for sewing sleeves and the leggings WON'T fit on it(NOT enough space). I had to buy a knit pant not the "legging" type pants for my two granddaughters. I loved this pattern and made Christmas dresses for them with the matching pants. I had originally planned on having leggings with ALL the dresses I made for them(since they live in a COLD state), but this wasn't possible so they just go the one set. I did make several more dresses, but that's all.
I am trying to make one for a 7T and I'm new to sewing. So how do I begin measuring for a 7T? I have the bottom already sewn together but I'm having issues with getting the top part to fit her. Any tips would greatly be appreciated. Thank you!!

I am also trying to print out the PDF pattern. Looks like it's on a long piece of paper. Maybe legal size? My printer is trying to print it on an 8.5x11 and I'm not sure if that is the correct size or not. Please let us know. I see other have this same question but no answers by blog owner.
There are so many steps missing from this tutorial I am unable to make this dress. I'm having a hard time figuring out how to do the bodice. How about sewing the dress closed? When do I sew the side seam? Do I sew it into a circle then do the gathering or do I keep it one long piece then gather then sew it to the bodice then do the side seam? You left out so many steps
I Love this pattern and am almost finished a birthday dress for my little girl. She wears an 18 month, I can sometimes get 24 months on her, but in pants they fall off (just for size reference... she just turned 2 and is very petite)... the bodice printed as described, measuring 11 inches wide or a touch under and it JUST squeezes over her head which won't make for a happy birthday girl, so I cut open the back, sewed those seams and put hair elastics (its what I had handy) poking through the seam and buttons so we can get it on without any trouble. Also I adjusted the straps and put elastic through the tube so they are fixed, but stretch if needed and are gathered on the elastic.
I made this a few months ago for my 4 year old who is an size 5. I'll try to remember exactly what I did.
First, I used the 15 inch strips for the strips on the skirt. And I used 36 of them. I sewed them into a big loop (so closing off the skirt) before added the piece on the bottom. I had premeasured it, but ended up having to cut it down after the fact because it was too long). It was 6 inches wide by whatever it ended up being around.
I added to the bodice piece as well. An inch on every side, but in hindsight I shouldn't have added to the very top of it, just the bottom because it makes it a bit "floppy" with how high it sits.
The instructions make it sound like you use a full strip for EACH shoulder strap, but they are WAY too long. So I would use half a strip for each shoulder strap.
I didn't make the leggings only because I couldn't find any in a colour that coordinated with the colours that were in the dress.
